Notices of Interest (NOIs) for
Public Benefit Conveyance (PBC)
The Concord City Council, acting as the Local Reuse Authority (LRA) for the inland area of the Concord Naval Weapons Station (CNWS), sought Notices of Interest (NOIs) for surplus property at the CNWS for public benefit conveyance. The deadline for submittal was September 26, 2007.
State and local government agencies and eligible not-for-profit organizations were eligible and obtain surplus federal property at the CNWS via a public benefit conveyance in any of the following categories:
- Parks and recreation
- Airports
- Education and schools
- Highways
- Homeless Assistance
- Wildlife conservation
- Historic monuments
- Public Health
- Correctional facilities
- Self-help housing
- Emergency Management Response
For each of these public uses, there is a sponsoring Federal agency (e.g., the Department of Education for conveyances for school purposes; the Department of the Interior for park and recreation conveyances) with regulations that set forth the criteria it uses for determining whether an applicant is eligible for a public benefit conveyance, whether the applicant has a need for the property, and what restrictions will be imposed on the property.
